Condition 1: Subject to any prohibitions or restrictions contained in any other condition(s), the designated centre shall be operated at all times in accordance with the Statement of Purpose received on 31/03/2026 within the footprint of the designated centre on the floor plan received on 08/10/2025. The registered provider shall only provide for the specific care and support needs, and services, within the facilities as set out the Statement of Purpose, as agreed with the Chief Inspector at the time of registration. Any changes to the specific care and support needs and services provided must be agreed in advance with the Chief Inspector. Condition 2: Only persons aged 18 years or older shall be accommodated at the designated centre at any time. Condition 3: The maximum number of persons that may be accommodated at the designated centre is: 54.

What the latest inspection found

Hillview Nursing Home is a family-run centre near Carlow town with 48 residents on inspection day. Residents generally felt happy and praised the caring staff and good food. There are many communal spaces and activities offered daily. However, inspectors found serious problems with infection control, especially ongoing scabies outbreaks, poor management oversight, and fire safety risks. Some residents felt they had little choice about when to go to bed. The home needs to improve training, cleaning, care planning, and premises maintenance.

What inspectors liked

Residents were generally happy and praised the staff as kind and respectful.
There is a wide range of social activities offered seven days a week.
Residents had access to various health professionals including GPs, physiotherapy, dietetics, and speech and language therapy.
Meals were home cooked with choice and residents were complimentary about the food.
Visitors were welcomed and visits encouraged with private and communal visiting areas.

What needed to improve

Ongoing and poorly managed scabies outbreaks with inadequate infection control measures.
Lack of staff training and supervision in infection control, safeguarding, fire safety, and managing challenging behaviour.
Poor premises maintenance with worn surfaces, poor storage, and fire safety risks including blocked stairwells and faulty fire doors.
